A support service is incentivised to keep doing tasks by hand forever. We would rather remove the repetitive ones and keep the judgement based ones, because that is what makes the arrangement worth renewing. It also means the hours you buy get more valuable over time rather than less.
Paying somebody by the hour to do something a rule could do is a bad deal for both of us.
